Kenneth R. Hall serves as Director Appraisal for Raleigh, N.C. headquartered First Citizens Bank. He is responsible for overseeing all aspects of the company’s real estate collateral valuation functions and activities. He has served in this position since November 2011.     

His background and expertise in commercial and residential appraisal, real estate valuation modeling, and management of appraisal departments for various lending institutions augments the Director Appraisal role with a strong expertise in commercial real estate valuation.

In July 2009, Hall joined First Citizens as a Senior Review Officer, coming from Temecula Valley Bank where he served as the Chief Appraiser. Hall’s primary job duties consisted of developing, implementing and maintaining the bank’s appraisal policy to ensure compliance with state/federal banking regulations; managing appraisal department personnel including work assignments; managing the vendor panel; interfacing with state/federal banking auditors, senior management, credit administration, and other bank personnel; and the negotiation of vendor contracts.

Before that, Hall was the owner and principal appraiser of Appraisal Compliance Systems, an independent appraisal company which offered a wide range of commercial and residential appraisal services. Prior to that Hall was a Senior Commercial Appraiser at Bank of America. Hall was responsible for processing, analyzing and mediating the scope of large commercial real estate assignments, negotiating fees and contracts, engaging independent fee appraisers, reviewing commercial appraisal reports and production work. Hall started his appraisal career at Grossmont Bank in 1986.

Mr. Hall earned bachelor degrees in economics and environmental studies from the University of California at Santa Barbara. Mr. Hall earned a Juris Doctor from the University of San Diego School of Law. He is a member of the Society of Chief Appraisers (SCA), and a course instructor for various California Bureau of Real Estate Appraiser approved appraisal courses. He is based at First Citizens’ headquarters in Raleigh, located at 4300 Six Forks Road.

Mr. Hall currently oversees two commercial appraisal teams, two residential appraisal teams, one commercial evaluation team and one quality control team. Hall is also the lead member of the Automated Valuation Model (AVM) core project team.
